MORA REQUEST FOR PROPOSALS: INTERIM EXECUTIVE HOUSING DIRECTOR SERVICES AND REDEVELOPMENT AUTHORITY Housing and Redevelopment Authority of Mora (HRAM), is a public housing authority created by City of Mora, Minnesota pursuant to the State of Minnesota statutes. HRAM is seeking a candidate for a contract position of Interim Executive Director (IED) for a period of six months to one year. HRAM administers federal, state and local housing programs within the city of Mora and counties of Kanabec, Pine, Chisago, Isanti and Mille Lacs counties. Programs include HUD Public Housing, HUD 202 PRAC Elderly, HUD HCV and PBV, USDA/Rural Development Sec. 515 Elderly, MN Housing Bridges RA, MN Housing Pilot/LIHTC/TIF Senior Housing with Optional Services, Assisted Living/Memory Care and HUD EDI funded Senior Community Center. HRAM is seeking an expert in affordable housing who can immediately begin work toward accomplishing the duties and objectives below. This is an opportunity for an IED to stabilize and revitalize a dynamic agen- cy in the pursuit of its mission to ensure access to safe, affordable, decent housing for eligible participants. The ideal candidate is energetic, positive and a problem solver who will work with the HRAM Board of Commissioners to identify strategies for building a competent and stable workforce. The IED is a leader who is responsible for assisting the Board of Commissioners with the strategic planning and operations of HRAM. The IED will help shape a sustainable strategy for the organization and provide leadership in identifying a permanent Executive Director. The IED is responsible for providing day-to-day oversight of the organization and staff. The position reports to the HRAM Board of Commissioners. The IED is delegated full authority to administer personnel policies, rules and regulations adopted by the HRAM Board, within the limits of the approved budget. The IED will maintain proper relations and advance HRAM's priorities and agenda with all stakeholders , induding the general public, federal, state and local government officials and community organizations; will oversee the administration of all HRAM affordable housing programs; will erve as contracting officer as designated by the Board; and shall plan, assign, re- view and coordinate all operations and functions for the development and management of HRAM's projects, including the management of all financial, reporting and personnel responsibilities. Interested applicants should submit a proposal that includes all relevant experience in the areas noted above, induding any experience taking short-term control of an entity or agency for the purpose of resolv- ing immediate reorganization issues.
