Description of Proposed School Construction Project Mora Public School District, ISD #0332-01, is proposing a single-question referendum on May 12, 2020, that would authorize $61.9 million in bonding authority to finance a building addition to the existing Trailview School to house student grades 7-12 and demolish the existing grades 7-12 School. Proposed projects would be scheduled for completion in the 2021-23 calendar years. Cost estimates by project component are as follows: Construction $42,159,089 Demolition $1,250,000 Site Improvements $3,950,000 Technology / FF&E $2,319,250 Fees, Permits & Testing $8,771,214 Conti ngency $2,319,250 Ca pitalized Interest $1,052,300 Bond Issuance $531,269 $62,352,372 The existing grades 7-12 facility was originally constructed in 1935 with multiple bulilding additions in the 1950s and the 1970s. The site size of the existing facility is well below Minnesota Department of Education (MDE) Guidelines and multiple facility assessments over the last several years have identified numerous deficiencies with the existing facility. The district has also supplied cost estimates to operate and staff the proposed, grades 7-12 replacement facility and projects a net operating cost decrease of $120,000 annually. Based upon the limitations of the existing site and myriad deficiencies with the existing grades 7-12 facility, the proposed project appears to be in the best long-term interest of the district. If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minnesota Statutes, section 1238.53, subdivision 3, if the bond schedule is approved. The amount of debt service equalization ald, if any, the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements. Review and Comment Statement Based on the department's analysis of the school district's required documentation and other pertinent information from sources of the Minnesota Department of Education, the Commissioner of Education provides a positive review and comment.
